Joanne has recently retired from Veteran Health Administration in January 2017 after a 38-year federal career as a clinical operations and implementation expert. Her work experience includes clinical and administrative responsibilities at the local, regional and national levels. Ms. Shear held the role of the National Primary Care Clinical Program Manager for VHA as part of the VHA Primary Care Office and was involved in developing, planning, and leading the implementation of the VHA patient centered medical home model, branded Patient Aligned Care Teams nationally. In her national role she served as a clinical resource in planning, designing, integrating, implementing, modifying, administering, and evaluating clinical care and national healthcare policy. Ms. Shear also acted as a consultant to key VHA senior management officials regarding the collection and analysis of system-wide healthcare data and trends, including the integration of measures and models for assessing healthcare trends, care delivery systems, quality, risk, and utilization of resources throughout the nation. She is a Certified Family Nurse Practitioner.
